Transport and Investment Director
Roy is responsible for the work programme to maintain and update the Transport Strategy and action plans.
Roy is responsible for co-ordinating the work with the three local authorities to maintain and update the Sub-Regional Transport Strategy, and to support the development of the Sustainable and Inclusive Economic Plan (SIEP). The work includes developing the evidence base, identifying investment priorities, assisting with the development of associated action plans and influencing external organisations that have a role in delivering the Transport Strategy.
Roy has over 30 years’ experience in transport planning and has worked in senior positions in both the public and private sector. He has been responsible for successfully coordinating the development and review of transport plans throughout his career including transport plans for individual towns and cities, sub-regional Local Transport Plans and Regional Transport Strategies.
He has extensive experience of leading and directing projects including authoring transport policy and strategy documents, infrastructure planning, business case development, scheme appraisal, stakeholder engagement, consultation and funding applications. He also possesses local knowledge, having worked for Cheshire County Council from 1992 to 2001 and having worked with Enterprise Cheshire and Warrington for the last six years.
